On behalf of the foreign government, the Attorney General of Canada applies, without opposition, to a judge of the Supreme Court of British Columbia for a provisional arrest warrant, which once issued may be executed anywhere in Canada. A person arrested on a provisional warrant has the right to be released unless the Attorney General shows cause as to why detention is essential.
